The property is only suitable for not-for-profit organisations and charities offering services to the local community. The property requires substantial modernisation and therefore the successful applicant will be required to show sufficient funds to refurbish the property - subject to a schedule of proposed works/repairs plus costs which will be agreed during drafting of the lease and to complete these works within a reasonable timeframe from date of occupation (3 years). In addition, the successful applicant will be expected to obtain or submit any necessary planning permissions (if required) along with any designs which are firstly to be approved by The Council before consent is granted.
Applicants will need to submit a business case detailing the proposals for the property, timeframes and costs, initial designs for improvements/refurbishment and details of the benefits their proposals will bring not only to the park itself, but also the local/wider community.
Bids will therefore be considered on the basis of deliverability i.e. plans for the building and timeframe for improvements, and the social benefaction offered i.e. the building's proposed usage and the social benefits the bid will bring to the park and local community.
Plans for the Lodge will require a future use that does not negatively affect the park as a statutory asset. It should be noted that The Council will NOT entertain bids for residential use of this property; neither will office use be considered. There is support, politically and locally, for bids that provide community benefit with regard to inclusive use. All bidders will be expected and required to demonstrate how they meet this brief.
